                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  repealing the provisions of the Water Code that authorize a
    1-3  watermaster program.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Sections 11.326, 11.327, 11.328 and 11.329 of the
    1-6  Water Code are repealed.
    1-7        SECTION 2.  Subchapter I, Sections 11.451, 11.452, 11.453,
    1-8  11.454, 11.455, 11.456, 11.457 and 11.458 are repealed.
    1-9        SECTION 3.  EMERGENCY.  The importance of this legislation
   1-10  and the crowded condition of the calendars in both houses create an
   1-11  emergency and an imperative public necessity that the
   1-12  constitutional rule requiring bills to be read on three several
   1-13  days in each house be suspended, and this rule is hereby suspended.
