(a) DEFINITIONS. (1) "Permit" means any permit 1-29 issued by the Texas Department of Transportation, in accordance 1-30 with law, authorizing the transportation of a vehicle and its load 1-31 or a combination of vehicles and load that exceed legal size and 1-32 weight limitations. 1-33 (2) "Department" means the Texas Department of 1-34 Transportation. 1-35 (b) ESCROW ACCOUNTS. The department may establish escrow 1-36 accounts within the state highway fund for the prepayment of permit 1-37 fees which shall be administered in accordance with an agreement 1-38 containing such terms and conditions as may be agreeable to the 1-39 department, including, but not limited to, such fees as may be 1-40 established by the department for the administration of this Act. 1-41 The department shall deposit fees imposed under this section in the 1-42 state treasury to the credit of the state highway fund. The fees 1-43 may be appropriated only to the department for purposes of 1-44 administering this Act. 1-45 SECTION 2. The importance of this legislation and the 1-46 crowded condition of the calendars in both houses create an 1-47 emergency and an imperative public necessity that the 1-48 constitutional rule requiring bills to be read on three several 1-49 days in each house be suspended, and this rule is hereby suspended. 1-50 * * * * * 1-51 Austin, 1-52 Texas 1-53 May 21, 1993 1-54 Hon.
