    1-1                                AN ACT
    1-2  relating to the authority of the publisher of the session laws to
    1-3  sell copies of the session laws to the public.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 3.25, State Purchasing and General
    1-6  Services Act (Article 601b, Vernon's Texas Civil Statutes), is
    1-7  amended by adding Subsection (e) to read as follows:
    1-8        (e)  Section 3.26 of this Act does not apply to the printing
    1-9  and sale of copies of the general and special laws to the public by
   1-10  the printer of those laws under a contract authorized by this
   1-11  section.
   1-12        SECTION 2.  The change in law made by this Act applies to the
   1-13  printing and sale of copies of the general and special laws by a
   1-14  printer under a contract authorized by Section 3.25, State
   1-15  Purchasing and General Services Act (Article 601b, Vernon's Texas
   1-16  Civil Statutes), even if the contract was entered into before the
   1-17  effective date of this Act.
   1-18        SECTION 3.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
   1-24  passage, and it is so enacted.
