                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the authority of the Texas School for the Blind and
    1-3  Visually Impaired to lease real property to Recording for the Blind
    1-4  Inc.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  PURPOSE.  The purpose of this Act is to authorize
    1-7  the Texas School for the Blind and Visually Impaired to lease
    1-8  available real property on the School's campus to Recording for the
    1-9  Blind, Inc.
   1-10        SECTION 2.  AUTHORITY TO LEASE.  (a)  The Texas School for
   1-11  the Blind and Visually Impaired may contract with Recording for the
   1-12  Blind, Inc. for the lease of available real property on the Texas
   1-13  School for the Blind and Visually Impaired campus located at 1100
   1-14  W. 45th Street.
   1-15        (b)  In determining the fair market consideration for the
   1-16  lease, the actual benefits to be received by the School, the
   1-17  School's students and the blind and visually impaired community in
   1-18  the State, may be considered.
   1-19        SECTION 3.  PROCEDURE FOR LEASE.  The Asset Management
   1-20  Division of the General Land Office will negotiate the terms of the
   1-21  lease, close the transaction and determine the most suitable
   1-22  location for the lease on behalf of the School as provided by
   1-23  Chapter 31 Natural Resources Code.  The Asset Management Division
    2-1  is not required to transact the lease by sealed bid or public
    2-2  auction.
    2-3        SECTION 4.  DEDICATION OF PROCEEDS.  Proceeds from the real
    2-4  estate transaction conducted under Section 2 of this Act shall be
    2-5  deposited in the General Revenue Fund for the use and benefit of
    2-6  the Texas School for the Blind and Visually Impaired.
    2-7        SECTION 5.  EMERGENCY.  The importance of this legislation
    2-8  and the crowded condition of the calendars in both houses create an
    2-9  emergency and an imperative public necessity that the
   2-10  constitutional rule requiring bills to be read on three several
   2-11  days in each house be suspended, and this rule is hereby suspended,
   2-12  and that this Act take effect and be in force from and after its
   2-13  passage, and it is so enacted.
