   1-19                         A BILL TO BE ENTITLED
   1-20                                AN ACT
   1-21  relating to the offense of harassment of hunters, trappers, and
   1-22  fishermen.
   1-23        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-24        SECTION 1.  Section 62.0125, Parks and Wildlife Code, is
   1-25  amended by adding Subsection (h) to read as follows:
   1-26        (h)  It is an affirmative defense to prosecution that the
   1-27  defendant's conduct is protected by the right to freedom of speech
   1-28  under the constitution of this state or the United States.
   1-29        SECTION 2.  This Act shall take effect on September 11, 1993.
   1-30        SECTION 3.  The importance of this legislation and the
   1-31  crowded condition of the calendars in both houses create an
   1-32  emergency and an imperative public necessity that the
   1-33  constitutional rule requiring bills to be read on three several
   1-34  days in each house be suspended, and this rule is hereby suspended.
