                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the creation of certain judicial districts.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Effective September 1, 1993, Subchapter C,
    1-5  Chapter 24, Government Code, is amended by adding Sections 24.523,
    1-6  24.524, 24.525, 24.526, 24.527, 24.528, and 24.529 to read as
    1-7  follows:
    1-8        Sec. 24.523.  378TH JUDICIAL DISTRICT (BEXAR COUNTY).  (a)
    1-9  The 378th Judicial District is composed of Bexar County.
   1-10        (b)  The 378th Judicial District shall give preference to
   1-11  cases and proceedings under Titles 2 and 3, Family Code.
   1-12        Sec. 24.524.  379TH JUDICIAL DISTRICT (DUVAL, JIM HOGG, AND
   1-13  STARR COUNTIES).  The 379th Judicial District is composed of Duval,
   1-14  Jim Hogg, and Starr counties.
   1-15        Sec. 24.525.  380TH JUDICIAL DISTRICT (FORT BEND COUNTY).
   1-16  The 380th Judicial District is composed of Fort Bend County.
   1-17        Sec. 24.526.  381ST JUDICIAL DISTRICT (HARRIS COUNTY).  (a)
   1-18  The 381st Judicial District is composed of Harris County.
   1-19        (b)  The 381st District Court shall give preference to
   1-20  juvenile matters.
   1-21        Sec. 24.527.  382ND JUDICIAL DISTRICT (HENDERSON COUNTY).
   1-22  The 382nd Judicial District is composed of Henderson County.
   1-23        Sec. 24.528.  383RD JUDICIAL DISTRICT (TRAVIS COUNTY).  The
    2-1  383rd Judicial District is composed of Travis County.
    2-2        Sec. 24.529.  384TH JUDICIAL DISTRICT (NACOGDOCHES COUNTY).
    2-3  The 384th Judicial District is composed of Nacogdoches County.
    2-4        SECTION 2.  Effective September 1, 1993, Subchapter D,
    2-5  Chapter 24, Government Code, is amended by adding Sections 24.640,
    2-6  24.641, 24.642, 24.643, and 24.644 to read as follows:
    2-7        Sec. 24.640.  386TH JUDICIAL DISTRICT (HARRIS COUNTY).  The
    2-8  386th Judicial District is composed  of Harris County.
    2-9        Sec. 24.641.  387TH JUDICIAL DISTRICT (HARRIS COUNTY).  The
   2-10  387th Judicial District is composed  of Harris County.
   2-11        Sec. 24.642.  388TH JUDICIAL DISTRICT (HARRIS COUNTY).  The
   2-12  388th Judicial District is composed  of Harris County.
   2-13        Sec. 24.643.  389TH JUDICIAL DISTRICT (HARRIS COUNTY).  The
   2-14  389th Judicial District is composed  of Harris County.
   2-15        Sec. 24.644.  390TH JUDICIAL DISTRICT (HARRIS COUNTY).  The
   2-16  390th Judicial District is composed  of Harris County.
   2-17        SECTION 3.  Effective January 1, 1995, Subchapter C, Chapter
   2-18  24, Government Code, is amended by adding Sections 24.531 and
   2-19  24.532 to read as follows:
   2-20        Sec. 24.531.  391ST JUDICIAL DISTRICT (DENTON COUNTY).  (a)
   2-21  The 391st Judicial District is composed of Denton County.
   2-22        (b)  The 391st District Court shall give preference to family
   2-23  law matters.
   2-24        Sec. 24.532.  392ND JUDICIAL DISTRICT (ELLIS COUNTY).  The
   2-25  392nd Judicial District is composed of Ellis County.
    3-1        SECTION 4.  The 378th, 379th, 380th, 381st, 382nd, 383rd,
    3-2  384th, 386th, 387th, 388th, 389th, and 390th judicial districts are
    3-3  created September 1, 1993.
    3-4        SECTION 5.  (a)  The 391st and 392nd judicial districts are
    3-5  created January 1, 1995.
    3-6        (b)  The initial vacancies in the offices of judge of the
    3-7  391st and 392nd district courts shall be filled by election.  The
    3-8  offices exist for purposes of the primary and general election in
    3-9  1994.  A vacancy after the initial vacancy is filled as provided by
   3-10  Article V, Section 28, of the Texas Constitution.
   3-11        SECTION 6.  The importance of this legislation and the
   3-12  crowded condition of the calendars in both houses create an
   3-13  emergency and an imperative public necessity that the
   3-14  constitutional rule requiring bills to be read on three several
   3-15  days in each house be suspended, and this rule is hereby suspended.
