                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to The University of Texas at San Antonio.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 71.03, Education Code, is amended to read
    1-5  as follows:
    1-6        Sec. 71.03.  Courses and Degrees.  (a)  The board may
    1-7  prescribe courses leading to such customary degrees as are offered
    1-8  at leading American universities and may award those degrees.  It
    1-9  is the intent of the legislature that those degrees include
   1-10  bachelor's, master's, and doctor's degrees and their equivalents,
   1-11  and that there be established a standard four-year undergraduate
   1-12  program.
   1-13        (b)  Except as provided by Subsection (c) of this section,
   1-14  a<; but no> department, school, or degree program may not be
   1-15  instituted except with the prior approval of the Texas Higher
   1-16  Education Coordinating Board<, Texas College and University
   1-17  System>.
   1-18        (c)  At a minimum, the board shall offer:
   1-19              (1)  baccalaureate programs in hospitality management;
   1-20  radio, television, and film; international relations;
   1-21  communications; graphic design; public administration; art history;
   1-22  philosophy; and Mexican American studies;
   1-23              (2)  master's programs in technology management,
   1-24  environmental geology, psychology, art history, sociology,
    2-1  political science, hospitality management, earth science education,
    2-2  urban studies, physics, regional planning, and criminal justice;
    2-3  and
    2-4              (3)  doctoral programs in computer science, education
    2-5  leadership, electrical engineering, mechanical engineering, civil
    2-6  engineering, and biology.
    2-7        (d)  The board shall cooperate with the board of regents of
    2-8  the Texas State University System to offer educational
    2-9  administration programs at the Alpine campus or the Uvalde Center
   2-10  of Sul Ross State University.
   2-11        SECTION 2.  Section 61.003(5), Education Code, is amended to
   2-12  read as follows:
   2-13              (5)  "Medical and dental unit" means The University of
   2-14  Texas Medical Branch at Galveston; The University of Texas
   2-15  Southwestern Medical Center at Dallas; The University of Texas
   2-16  Health Science Center at San Antonio, including The University of
   2-17  Texas Medical School at San Antonio; The University of Texas Dental
   2-18  Branch at Houston; The University of Texas M.D. Anderson Cancer
   2-19  Center; The University of Texas Graduate School of Biomedical
   2-20  Sciences at Houston; The University of Texas Dental School at San
   2-21  Antonio; The University of Texas Medical School at Houston; the
   2-22  nursing institutions of The University of Texas System; and The
   2-23  University of Texas School of Public Health at Houston; and such
   2-24  other medical or dental schools as may be established by statute or
   2-25  as provided in this chapter.
   2-26        SECTION 3.  Section 61.055, Education Code, is amended to
   2-27  read as follows:
    3-1        Sec. 61.055.  Initiation of New Departments, Schools, and
    3-2  Programs.  Except as otherwise provided by law, a <No> new
    3-3  department, school, or degree or certificate program approved by
    3-4  the board or its predecessor, the Texas Commission on Higher
    3-5  Education, may not be initiated by any institution of higher
    3-6  education until the board has made a written finding that the
    3-7  department, school, or degree or certificate program is adequately
    3-8  financed by legislative appropriation, by funds allocated by the
    3-9  board, or by funds from other sources.
   3-10        SECTION 4.  Not later than the beginning of the fall semester
   3-11  in 1995, the board of regents of The University of Texas System
   3-12  shall begin offering the courses and degrees required by Section
   3-13  71.03, Education Code, as amended by this Act.
   3-14        SECTION 5.  The importance of this legislation and the
   3-15  crowded condition of the calendars in both houses create an
   3-16  emergency and an imperative public necessity that the
   3-17  constitutional rule requiring bills to be read on three several
   3-18  days in each house be suspended, and this rule is hereby suspended,
   3-19  and that this Act take effect and be in force from and after its
   3-20  passage, and it is so enacted.
