                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to personal injury protection coverage.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Amend Article 5.06-3, Insurance Code, by adding a
    1-5  new paragraph (i), to read as follows:
    1-6        (i)  Nothing contained in this Act shall be construed to
    1-7  prevent the named insured in the motor vehicle liability policy and
    1-8  members of the insured's household, any authorized operator or
    1-9  passenger of the named insured's motor vehicle, including a guest
   1-10  occupant, from directing, in writing, that the insurer pay all or a
   1-11  portion of any benefits due said person under this Act on account
   1-12  of medical, surgical, or health care services directly to the
   1-13  hospital or person rendering such services; and the insurer, if so
   1-14  directed, shall be required to make payments of benefits to
   1-15  hospitals or persons rendering medical, surgical, or health care
   1-16  services in accordance with the provisions of paragraph (d) of this
   1-17  Article.
   1-18        SECTION 2.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
