                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the membership of the Interagency Council on Early
    1-3  Childhood Intervention Services.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 73.002(a), Human Resources Code, is
    1-6  amended to read as follows:
    1-7        (a)  The council is composed of one lay member who is the
    1-8  parent of a developmentally delayed child and one representative
    1-9  each from the Texas Department of Health, the Texas Department of
   1-10  Mental Health and Mental Retardation, the Texas Department of Human
   1-11  Services, <and> the Central Education Agency, the Department of
   1-12  Protective and Regulatory Services, and the Texas Commission on
   1-13  Alcohol and Drug Abuse.  The governor with the advice and consent
   1-14  of the senate shall appoint the lay member, and the commissioner,
   1-15  director, or executive director of each agency shall appoint that
   1-16  agency's representative.  The agency representative should be a
   1-17  person in the agency with administrative responsibility for the
   1-18  supervision of early childhood intervention support staff or
   1-19  related services.
   1-20        SECTION 2.  This Act takes effect September 1, 1993.  The
   1-21  director of the Department of Protective and Regulatory Services
   1-22  and the executive director of the Texas Commission on Alcohol and
   1-23  Drug Abuse shall appoint the respective agency's representative as
   1-24  soon as practicable to serve a term in accordance with Section
    2-1  73.002(b), Human Resources Code.
    2-2        SECTION 3.  The importance of this legislation and the
    2-3  crowded condition of the calendars in both houses create an
    2-4  emergency and an imperative public necessity that the
    2-5  constitutional rule requiring bills to be read on three several
    2-6  days in each house be suspended, and this rule is hereby suspended,
    2-7  and that this Act take effect and be in force from and after its
    2-8  passage, and it is so enacted.
