The Office of the Governor is hereby authorized 1-25 to transfer such amounts as may be necessary from one program to 1-26 another within the total appropriations for the current fiscal 1-27 biennium. 1-28 SECTION___. From amounts previously appropriated from 1-29 general revenue for the current fiscal biennium, the sum of 1-30 $3,000,000 is transferred from the Office of the Governor and 1-31 hereby appropriated to the Central Education Agency for the 1-32 two-year period beginning on the effective date of this Act. The 1-33 Commissioner of Education is authorized to expend these funds and 1-34 to enter into agreements with other state agencies for the purpose 1-35 of implementing the provisions of Senate Bill 7, Acts of the 73rd 1-36 Legislature, Regular Session, or similar legislation. Any 1-37 unexpended balance from this appropriation shall be transferred to 1-38 the Office of the Governor prior to the expiration of this 1-39 appropriation. It is the intent of the Legislature that the 1-40 General Services Commission, the Comptroller of Public Accounts, 1-41 and the State Auditor's Office shall assist the Commissioner in 1-42 expediting necessary purchasing and contracting agreements 1-43 associated with implementation of Senate Bill 7. This section is 1-44 contingent upon passage of Senate Bill 7 or similar legislation. 1-45 SECTION___. In addition to amounts previously appropriated 1-46 for the current fiscal biennium, the sum of $345,000 is hereby 1-47 appropriated from the Advance Interest Trust Fund 935 to the Texas 1-48 Employment Commission for implementation of the Smart Jobs Program 1-49 for the two-year period beginning with the effective date of this 1-50 act. 1-51 A BILL TO BE ENTITLED 1-52 AN ACT 1-53 relating to emergency appropriations. 1-54 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-55 SECTION 1. In addition to amounts previously appropriated 1-56 for the current fiscal biennium to the Office of Court 1-57 Administration of the Texas Judicial System by Item 2., page IV-21, 1-58 Chapter 19, Acts of the 72nd Legislature, 1st Called Session, 1991, 1-59 the sum of $21,000 is appropriated for the two-year period 1-60 beginning on the effective date of this Act from the general 1-61 revenue fund to the Office of Court Administration of the Texas 1-62 Judicial System for the travel expenses of justices of courts of 1-63 appeals to hear transferred cases. 1-64 SECTION 2. In addition to amounts previously appropriated 1-65 for the current fiscal biennium, the sum of $300,000 is 1-66 appropriated for the remainder of the fiscal year ending August 31, 1-67 1993, from the general revenue fund to The University of Texas 1-68 Health Science Center at San Antonio for the use of the Center for 2-1 the Enhancement of the Biology/Biomaterials Interface. 2-2 SECTION 3.
