                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to required parenting skills training for certain AFDC
    1-3  recipients.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter A, Chapter 31, Human Resources Code,
    1-6  is amended by adding Section 31.013 to read as follows:
    1-7        Sec. 31.013.  PARENTING SKILLS TRAINING.  (a)  The
    1-8  department, in cooperation with the Central Education Agency, shall
    1-9  develop a parenting skills training program to assist a recipient
   1-10  of assistance under this chapter, including a child who receives
   1-11  assistance on behalf of a dependent child.
   1-12        (b)  The department shall require that a child who is in
   1-13  school and who is receiving assistance under this chapter on behalf
   1-14  of a dependent child receive parenting skills training.
   1-15        SECTION 2.  If before implementing Section 31.013, Human
   1-16  Resources Code, as added by this Act, the Texas Department of Human
   1-17  Services determines that a waiver or authorization from a federal
   1-18  agency is necessary for implementation, the department shall
   1-19  request the waiver or authorization and may delay implementing
   1-20  those provisions until the waiver or authorization is granted.
   1-21        SECTION 3.  This Act takes effect September 1, 1993.
   1-22        SECTION 4.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended.
