                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the use of funds in the smart jobs fund.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 481.151, Government Code, as added by
    1-5  S.B. No.  130, Acts of the 73rd Legislature, Regular Session, 1993,
    1-6  is amended by adding Subsection (19) to read as follows:
    1-7              (19)  "Small business" has the meaning assigned by
    1-8  Section 481.101.
    1-9        SECTION 2.  Section 481.155(a), Government Code, as added by
   1-10  S.B. No. 130, Acts of the 73rd Legislature, Regular Session, 1993,
   1-11  is amended to read as follows:
   1-12        (a)  The executive director may award grants for projects
   1-13  that meet the requirements of this chapter.  The executive director
   1-14  shall attempt to ensure that at least:
   1-15              (1)  20 percent of the total dollar amount of grants
   1-16  awarded under the program are awarded to minority employers; and
   1-17              (2)  50 percent of the total dollar amount of grants
   1-18  awarded under the program are awarded to small businesses.
   1-19        SECTION 3.  This Act takes effect September 1, 1993.
   1-20        SECTION 4.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended.
