                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to certain election processes and procedures.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 14.022, Election Code, is amended to read
    1-5  as follows:
    1-6        Section 14.022.  DISPOSITION OF RETURNED CERTIFICATE.  On the
    1-7  return of an undelivered renewal certificate to the registrar, the
    1-8  registrar shall file the certificate with the voter's registration
    1-9  application, <and> enter the appropriate information on the list of
   1-10  returned certificates, and as expeditiously as possible, but no
   1-11  later than ninety days prior to the date specified in Section
   1-12  16.032 of this Code, the registrar shall mail to the voter's old
   1-13  address with a notation to "Please Forward" or to the voter's new
   1-14  address, if known, information that the voter's registration will
   1-15  be canceled on the date specified in Section 16.032, unless the
   1-16  voter applies for a new voting certificate.
   1-17        SECTION 2.  Section 84.032, Subsection (c), Election Code, is
   1-18  amended to read as follows:
   1-19        (c)  An applicant may submit a request after the close of
   1-20  early voting by personal appearance by appearing in person and:
   1-21              (1)  returning the ballot to be voted by mail to the
   1-22  early voting clerk or the voter's precinct on election day; or
   1-23        SECTION 3.  This Act takes effect September 1, 1993.
    2-1        SECTION 4.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended.
