                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to certain information required of property and casualty
    1-3  insurers.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  The Insurance Code is amended by adding Article
    1-6  1.41 to read as follows:
    1-7        Art. 1.41.  DATA REPORTING.  Insurers shall not report the
    1-8  data required by Articles 1.24A, 1.24B and 5.58A, unless the Board
    1-9  shall find after public notice and hearing thereon, that there is
   1-10  an urgent public and regulatory necessity for such data to be
   1-11  reported by those insurers.  The hearing and any finding by the
   1-12  Board may relate to one or all of the aforementioned Articles.
   1-13  Inception of compliance shall be not less than six months after an
   1-14  affirmative finding, and the reporting thereby required may
   1-15  continue from inception for not more than three years.  The Board
   1-16  shall give notice and call a hearing to consider whether such a
   1-17  necessity exists if requested to do so by the Governor.
   1-18        SECTION 2.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
