                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to open records requests for inmates.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 3, Article 6252-17a, Civil Statutes, is
    1-5  amended by adding Subsections (17)(c) and (24) to read as follows:
    1-6        (a)  All information collected, assembled, or maintained by
    1-7  or for governmental bodies, except in those situations where the
    1-8  governmental body does not have either a right of access to or
    1-9  ownership of the information, pursuant to law or ordinance or in
   1-10  connection with the transaction of official business is public
   1-11  information and available to the public during normal business
   1-12  hours of any governmental body, with the following exceptions only:
   1-13              (17)  information relating to:
   1-14                    (C)  the home address or home phone number or
   1-15  social security number of an individual.
   1-16              (24)  information requested from the Texas Department
   1-17  of Criminal Justice, Texas Board of Criminal Justice, or Texas
   1-18  Board of Pardons and Paroles by any person who is in the custody
   1-19  thereof.
   1-20        SECTION 2.  This Act takes effect September 1, 1993.
   1-21        SECTION 3.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force from and after its
    2-4  passage, and it is so enacted.
