                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the provision of transportation for certain AFDC
    1-3  recipients to participate in the JOBS program.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 6, Chapter 141, Acts of the 63rd
    1-6  Legislature, Regular Session, 1973 (Article 1118x, Vernon's Texas
    1-7  Civil Statutes) is amended by adding subsection (x) to read as
    1-8  follows:
    1-9        (x)(1)  A metropolitan rapid transit authority shall enter
   1-10  into a memorandum of understanding with the Texas Department of
   1-11  Human Services for the purpose of providing transportation as a
   1-12  supportive service to recipients of Aid to Families with Dependent
   1-13  Children (AFDC) who:
   1-14              (a)  participate in the Job Opportunities and Basic
   1-15  Skills Training (JOBS) program administered by the Texas Department
   1-16  of Human Services; and
   1-17              (b)  reside in the area subject to the taxing authority
   1-18  of the individual transit authorities.
   1-19        (2)  Subject to the conditions of Titles IV-A and IV-F of the
   1-20  Social Security Act, the Texas Department of Human Services shall
   1-21  establish a memorandum of understanding with each rapid transit
   1-22  authority containing the terms of the agreement, including but not
   1-23  limited to the following:
    2-1              (a)  the Department of Human Services shall establish
    2-2  the eligibility of AFDC recipients; and
    2-3              (b)  the Department of Human Services shall establish
    2-4  standards limiting use of transportation provided by the
    2-5  authorities to locations directly related to the Department's JOBS
    2-6  program.
    2-7        (3)  The authorities shall certify the public funds expended
    2-8  on transportation in behalf of AFDC recipients for the purpose of
    2-9  obtaining federal funds under the JOBS program.
   2-10        SECTION 2.  Section 10, Chapter 683, Acts of the 66th
   2-11  Legislature, Regular Session, 1979 (Article 1118y, Vernon's Texas
   2-12  Civil Statutes) is amended by adding subsection (v) to read as
   2-13  follows:
   2-14        (v)(1)  A regional transit authority shall enter into a
   2-15  memorandum of understanding with the Texas Department of Human
   2-16  Services for the purpose of providing transportation as a
   2-17  supportive service to recipients of Aid to Families with Dependent
   2-18  Children (AFDC) who:
   2-19              (a)  participate in the Job Opportunities and Basic
   2-20  Skills Training (JOBS) program administered by the Texas Department
   2-21  of Human Services; and
   2-22              (b)  reside in the area subject to the taxing authority
   2-23  of the individual transit authorities.
   2-24        (2)  Subject to the conditions of Titles IV-A and IV-F of the
   2-25  Social Security Act, the Texas Deparmtnet of Human Services shall
    3-1  establish a memorandum of understanding with each rapid transit
    3-2  authority containing the terms of the agreement, including but not
    3-3  limited to the following:
    3-4              (a)  the Department of Human Services shall establish
    3-5  the eligibility of AFDC recipients; and
    3-6              (b)  the Department of Human Services shall establish
    3-7  standards limiting use of transportation provided by the
    3-8  authorities to locations directly related to the Department's JOBS
    3-9  program.
   3-10        (3)  The authorities shall certify the public funds expended
   3-11  on transportation in behalf of AFDC recipients for the purpose of
   3-12  obtaining federal funds under the JOBS program.
   3-13        SECTION 3.  Section 6, Chapter 10, Acts of the 69th
   3-14  Legislature, Regular Session, 1986 (Article 1118z, Vernon's Texas
   3-15  Civil Statutes) is amended by adding subsection (p) to read as
   3-16  follows:
   3-17        (p)(1)  A city transit department shall enter into a
   3-18  memorandum of understanding with the Texas Department of Human
   3-19  Services for the purpose of providing transportation as a
   3-20  supportive service to recipients of Aid to Families with Dependent
   3-21  Children (AFDC) who:
   3-22              (a)  participate in the Job Opportunities and Basic
   3-23  Skills Training (JOBS) program administered by the Texas Department
   3-24  of Human Services; and
   3-25              (b)  reside in the area subject to the taxing authority
    4-1  of the individual transit authorities.
    4-2        (2)  Subject to the conditions of Titles IV-A and IV-F of the
    4-3  Social Security Act, the Texas Department of Human Services shall
    4-4  establish a memorandum of understanding with each rapid transit
    4-5  authority containing the terms of the agreement, including but not
    4-6  limited to the following:
    4-7              (a)  the Department of Human Services shall establish
    4-8  the eligibility of AFDC clients; and
    4-9              (b)  the Department of Human Services shall establish
   4-10  standards limiting use of transportation provided by the
   4-11  authorities to locations directly related to the Department's JOBS
   4-12  program.
   4-13        (3)  The authorities shall certify the public funds expended
   4-14  on transportation in behalf of AFDC recipients for the purpose of
   4-15  obtaining federal funds under the JOBS program.
   4-16        SECTION 4.  The importance of this legislation and the
   4-17  crowded condition of the calendars in both houses create an
   4-18  emergency and an imperative public necessity that the
   4-19  constitutional rule requiring bills to be read on three several
   4-20  days in each house be suspended, and this rule is hereby suspended,
   4-21  and that this Act take effect and be in force from and after its
   4-22  passage, and it is so enacted.
