                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  Relating to the conveyance of certain state-owned real property by
    1-3  the Texas Employment Commission.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  CONVEYANCE OF PROPERTY.  (a)  The Texas
    1-6  Employment Commission may convey all or any portion of the interest
    1-7  of the state in the real property described by Section 2 of this
    1-8  Act, together with all improvements located on the property, for
    1-9  the consideration and under the terms it considers appropriate.
   1-10        (b)  A quorum of the Texas Employment Commission may execute
   1-11  and deliver a deed conveying the property.
   1-12        (c)  Competitive bidding is required for a conveyance under
   1-13  this Act.
   1-14        (d)  Section 31.158, Natural Resources Code, does not apply
   1-15  to the conveyance authorized by this Act.
   1-16        SECTION 2.  DESCRIPTION OF PROPERTY.  The real property
   1-17  authorized to be conveyed under Section 1 of this Act consists of
   1-18  the following described tracts of land:
   1-19        (a)  All of that certain tract or parcel of land out of
   1-20  Reserve Tract "B" of Long Point Oaks, an addition to the City of
   1-21  Houston, in Harris County, Texas, according to the map thereof
   1-22  recorded in Volume 47, Page 62, of the Map Records of Harris
   1-23  County, Texas, being more particularly described by metes and
    2-1  bounds as follows:
    2-2        BEGINNING at the Southwest corner of said Reserve Tract "B"
    2-3  of Long Point Oaks, the same being at the intersection of the North
    2-4  line of Long Point Road and the East line of Woodvine Drive;
    2-5        THENCE North along the West line of said Reserve Tract "B"
    2-6  and the East line of said Woodvine Drive, a distance of 110.0 feet
    2-7  to a point for corner, the same being the Northwest corner of that
    2-8  certain tract of land conveyed to Louis C. Carr, Trustee, by
    2-9  Harold P. Hill Construction Company, Inc., by deed dated August 14,
   2-10  1957, recorded in Volume 3387, Page 221 of the Deed Records of
   2-11  Harris County, Texas, and also being the Southwest corner and Place
   2-12  of Beginning of the Tract of land herein described;
   2-13        THENCE North continuing along the West line of said Reserve
   2-14  "B" and the East line of Woodvine Drive, a distance of 96.0 feet to
   2-15  a point for Northwest corner of this tract;
   2-16        THENCE North 89 deg. 10 min. East at 110.24 feet, the West
   2-17  line of a drainage ditch, for a total distance of 140.24 feet to a
   2-18  point for the Northeast corner of this tract in the East line of
   2-19  said drainage ditch and in the East line of said Reserve Tract "B";
   2-20        THENCE South 0 deg. 01' 40" West along the East line of said
   2-21  Reserve Tract "B" and of said drainage ditch a distance of 96 feet
   2-22  to the Southeast corner of this tract, the same being the Northeast
   2-23  corner of said Louis C. Carr, Trustee, Tract;
   2-24        THENCE North 89 deg. 10 min. West along the North line of
   2-25  said Carr Trustee Tract, a distance of 140.21 feet to the Place of
    3-1  Beginning, and being the South portion of that certain tract of
    3-2  land conveyed to Louis C. Carr by Harold P. Hill Construction
    3-3  Company, Inc., by the Deed dated November 12, 1958, recorded in
    3-4  Volume 3618, Page 639 of the Deed Records, Harris County, Texas.
    3-5        (b)  All that certain tract of land out of the North part of
    3-6  RESERVE "B" of LONG POINT OAKS, a subdivision of 45.95 acres in the
    3-7  John Flowers Survey, in Harris County, Texas, according to the map
    3-8  thereof recorded in Volume 47 at Page 62 of the Map Records of
    3-9  Harris County, Texas; said Northern portion of Reserve "B" being
   3-10  described as follows:
   3-11        BEGINNING at a point situated in the West line of Reserve "B"
   3-12  and located North a distance of 206.0 feet from the Southwest
   3-13  corner of said Reserve "B" said beginning point marking the
   3-14  Northwest corner of a 96 foot strip out of Reserve "B" described in
   3-15  deed from LOUIS C. CARR to ROBERT L. HILL et al, dated March 31,
   3-16  1961 and recorded in Volume 4346 at Page 100 of the Deed Records of
   3-17  Harris County, Texas;
   3-18        THENCE with the West line of Reserve "B" and the East line of
   3-19  WOODVINE DRIVE, North a distance of 99.28 feet to the Northwest
   3-20  corner of Reserve "B";
   3-21        THENCE with the North line of Reserve "B", East a distance of
   3-22  140.31 feet to the Northeast corner of Reserve "B";
   3-23        THENCE with the East line of Reserve "B", South a distance of
   3-24  101.32 feet to the Northeast corner of the above mentioned 96 foot
   3-25  strip described in the deed recorded in Volume 4346 at Page 100 of
    4-1  the Deed Records;
    4-2        THENCE with the North line of said 96 foot strip, South 89
    4-3  deg. 10 min.  West, a distance of 140.24 feet to the Place of
    4-4  Beginning.
    4-5        SECTION 3.  DISPOSITION OF PROCEEDS.  The proceeds from a
    4-6  conveyance under this Act shall be deposited in the unemployment
    4-7  compensation special administration fund to be used for the
    4-8  acquisition of other real property, for the construction or
    4-9  improvement of facilities of the Texas Employment Commission, or
   4-10  otherwise as the United States Department of Labor may direct.
   4-11        SECTION 4.  EMERGENCY.  The importance of this legislation
   4-12  and the crowded condition of the calendars in both houses create an
   4-13  emergency and an imperative public necessity that the
   4-14  constitutional rule requiring bills to be read on three several
   4-15  days in each house be suspended, and this rule is hereby suspended.
