                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the efficient operation of the state criminal justice
    1-3  system, including the preservation of the Penal Code, creation of
    1-4  criminal offenses, and punishment of offenses.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Chapter 10, Section 11.17, 1991 Session Laws,
    1-7  Seventy Second Legislature, Second Called Session is repealed.  The
    1-8  Penal Code in its entirety, and complete with all the amendments
    1-9  thereto, will remain in full force beyond September 1, 1994, as if
   1-10  Chapter 10, Section 11.17, 1991 Session Laws, Seventy Second
   1-11  Legislature, Second Called Session had never been enacted.
   1-12        SECTION 2.  This Act takes effect September 1, 1994 and
   1-13  provides for a continuous application of the Penal Code without any
   1-14  lapse in time.
   1-15        SECTION 3.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended.
