                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the voting procedures of a county executive committee
    1-3  in certain counties.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter B, Chapter 171, Election Code, is
    1-6  amended by adding Section 171.0225 to read as follows:
    1-7        Sec. 171.0225.  VOTING PROCEDURE IN COUNTY WITH A POPULATION
    1-8  OF 2.5 MILLION OR MORE.  In a county with a population of 2.5
    1-9  million or more, on all matters for which a vote of the county
   1-10  executive committee is required, a vote cast by a precinct chairman
   1-11  bears the same proportional value to the number of votes cast by
   1-12  all precinct chairmen that the total number of votes cast in that
   1-13  precinct in the party's preceding primary bears to the total number
   1-14  of votes cast in the county in the party's preceding primary.
   1-15        SECTION 2.  This Act takes effect September 1, 1993.
   1-16        SECTION 3.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended.
