                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to a pilot program for day-care centers operated by the
    1-3  Texas Department of Human Services.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter B, Chapter 44, Human Resources Code,
    1-6  is amended by adding Section 44.037 to read as follows:
    1-7        Sec. 44.037.  PILOT PROGRAM.  (a)  The department shall
    1-8  establish and operate at two sites chosen by the department a
    1-9  day-care center pilot program for children who qualify for services
   1-10  under Section 44.032.
   1-11        (b)  The department shall establish at least two day-care
   1-12  centers under the program.
   1-13        (c)  The department shall use funds appropriated by the
   1-14  legislature to operate the program.
   1-15        (d)  This section expires August 31, 1995.
   1-16        SECTION 2.  The Texas Department of Human Services shall
   1-17  report to the 74th Legislature not later than February 1, 1995,
   1-18  concerning the effectiveness of the pilot program established under
   1-19  Section 44.037, Human Resources Code, as added by this Act.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
