                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to a prohibition on subjecting state employees to
    1-3  involuntary polygraph examinations.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  It shall be the public policy of the State of
    1-6  Texas that employees of the state shall not have their jobs or work
    1-7  performance ratings jeopardized by involuntary polygraph
    1-8  examinations or other tests which do not stand the test of
    1-9  scientific accuracy.
   1-10        SECTION 2.  EMERGENCY.  The importance of this legislation
   1-11  and the crowded condition of the calendars in both houses create an
   1-12  emergency and an imperative public necessity that the
   1-13  constitutional rule requiring bills to be read on three several
   1-14  days in each house be suspended, and this rule is hereby suspended.
