                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to requirements for alternative certification of teachers.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 13.035(b), Education Code, is amended to
    1-5  read as follows:
    1-6        (b)  The rules must provide for the persons being certified
    1-7  to satisfactorily complete:
    1-8              (1)  any examinations required generally for
    1-9  certification, except that a person certified under this section
   1-10  shall be exempted from taking any examination or portion of an
   1-11  examination that is designed to test knowledge of pedogogical
   1-12  methods, history of education, or child psychology if the person
   1-13  has not received formal educational training for a course in the
   1-14  subject area;
   1-15              (2)  a one-year internship under the supervision of an
   1-16  experienced, certified teacher;
   1-17              (3)  teaching method and classroom management training
   1-18  prescribed by the board; and
   1-19              (4)  an appropriate number of semester hours credit, as
   1-20  determined by the State Board of Education, from an accredited
   1-21  institution of higher education and in the area in which the person
   1-22  is to be teaching.
   1-23        SECTION 2.  The importance of this legislation and the
   1-24  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended,
    2-4  and that this Act take effect and be in force from and after its
    2-5  passage, and it is so enacted.
