                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the publication of the names and photographs of certain
    1-3  persons who fail to report to a parole officer or supervisor in
    1-4  violation of a condition of the person's release from prison.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Article 42.18, Code of Criminal Procedure, is
    1-7  amended by adding Section 28 to read as follows:
    1-8        Sec. 28.  The pardons and paroles division each month shall
    1-9  compile a list containing the names of the 25 most violent and
   1-10  dangerous persons, as determined by the division, who failed to
   1-11  report during the previous month to a parole officer or supervisor
   1-12  in violation of a condition of the persons' release on parole or to
   1-13  mandatory supervision and who have not been apprehended.  The
   1-14  division shall publish the names on the list and photographs of the
   1-15  persons every day for two consecutive weeks in newspapers of
   1-16  general circulation in the state.
   1-17        SECTION 2.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended,
   1-22  and that this Act take effect and be in force from and after its
   1-23  passage, and it is so enacted.
