No. 2448 73R6625 JSA-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the composition of certain state representative and 1-3 State Board of Education districts. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 ARTICLE I 1-6 SECTION 1. (a) The districts of the Texas House of 1-7 Representatives established by Chapter 2, Acts of the 72nd 1-8 Legislature, 3rd Called Session, 1992, are modified as follows: 1-9 (1) block 103 of Harris County tract 0223.02 is 1-10 transferred from District 142 to District 140; 1-11 (2) block 603 of Harris County tract 0347.01 is 1-12 transferred from District 145 to District 147; and 1-13 (3) block 219 of Harris County tract 0325.02 is 1-14 transferred from District 145 to District 147. 1-15 (b) In this section, "block" and "tract" have the meanings 1-16 assigned by Section 1, Article III, Chapter 2, Acts of the 72nd 1-17 Legislature, 3rd Called Session, 1992. 1-18 SECTION 2. This article takes effect beginning with the 1-19 election of members of the 74th Legislature. The changes made by 1-20 this article do not affect the membership, personnel, or districts 1-21 of, or election to, the 73rd Legislature. 1-22 ARTICLE II 1-23 SECTION 1. (a) The districts of the members of the State 1-24 Board of Education established by Section 11.2101, Education Code, 2-1 are modified as follows: 2-2 (1) block 501 of Harris County tract 0530.02 is 2-3 transferred from District 4 to District 6; 2-4 (2) block 219 of Harris County tract 0325.02 is 2-5 transferred from District 4 to District 7; and 2-6 (3) block 413 of Harris County tract 0426.02 is 2-7 transferred from District 4 to District 6. 2-8 (b) In this section, "block" and "tract" have the meanings 2-9 assigned by Sections 11.2101(q) and (r), Education Code. 2-10 SECTION 2. The changes made to the districts of the State 2-11 Board of Education by this article take effect beginning with the 2-12 next general election held in each district changed by this article 2-13 that occurs after the effective date of this Act. This article 2-14 does not affect the term of any member of the board serving on the 2-15 effective date of this Act, and the staggered terms established 2-16 after the election of the members of the board pursuant to the 1991 2-17 reapportionment of the board continue in effect notwithstanding 2-18 this article. 2-19 ARTICLE III 2-20 SECTION 1. The importance of this legislation and the 2-21 crowded condition of the calendars in both houses create an 2-22 emergency and an imperative public necessity that the 2-23 constitutional rule requiring bills to be read on three several 2-24 days in each house be suspended, and this rule is hereby suspended, 2-25 and that this Act take effect and be in force from and after its 2-26 passage, and it is so enacted.
