                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the operation of a park district in a county with
    1-3  frontage on the Guadalupe and Comal rivers.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 324.042, Local Government Code, is
    1-6  amended to read as follows:
    1-7        Sec. 324.042.  Oath and Bond.  (a)  Within <15> 30 days after
    1-8  the date a board member is appointed, the member must qualify by
    1-9  taking the official oath and by filing a good and sufficient bond
   1-10  with the county clerk.
   1-11        (b)  The bond must be:
   1-12              (1)  payable to the order of the commissioners court;
   1-13              (2)  payable in an amount prescribed by the
   1-14  commissioners court of $5,000 or more; and
   1-15              (3)  conditioned that the board member will faithfully
   1-16  perform the duties of a board member, including the proper handling
   1-17  of all money that comes into the board member's hands in the board
   1-18  member's official capacity.
   1-19        SECTION 2.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
