                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to requirements for certain rules and internal procedures
    1-3  of the Texas Department of Criminal Justice and of the Texas Board
    1-4  of Criminal Justice.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 21, Administrative Procedure and Texas
    1-7  Register Act (Article 6252-13a, Vernon's Texas Civil Statutes), is
    1-8  amended by adding Subsection (j) to read as follows:
    1-9        (j)  Sections 12 through 20 of this Act do not apply to a
   1-10  rule or internal procedure of the Texas Department of Criminal
   1-11  Justice or Texas Board of Criminal Justice that applies to an
   1-12  inmate of the institutional division of the department or any other
   1-13  person under the custody or control of the department, or to an
   1-14  action taken under that rule or procedure.
   1-15        SECTION 2.  This Act takes effect September 1, 1993.
   1-16        SECTION 3.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended.
