A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to Central Texas University.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 3(a), Chapter 1255, Acts of the 71st
1-5 Legislature, Regular Session, 1989, is amended to read as follows:
1-6 (a) Chapter 113, Education Code, <This Act> takes effect
1-7 September 1, 1999, but only if:
1-8 (1) the American Educational Complex, a public junior
1-9 college located in the city of Killeen, and American Technological
1-10 University, a private upper-level institution of higher education
1-11 located in the city of Killeen, are dissolved or abolished, as
1-12 appropriate, before that date; and
1-13 (2) the Texas Higher Education Coordinating Board
1-14 approves of the dissolution or abolition, as appropriate, of the
1-15 American Educational Complex and the establishment of Central Texas
1-16 University <the establishment of Central Texas University is
1-17 approved by a majority vote of the Texas Higher Education
1-18 Coordinating Board before September 1, 1999>.
1-19 SECTION 2. The importance of this legislation and the
1-20 crowded condition of the calendars in both houses create an
1-21 emergency and an imperative public necessity that the
1-22 constitutional rule requiring bills to be read on three several
1-23 days in each house be suspended, and this rule is hereby suspended,
2-1 and that this Act take effect and be in force from and after its
2-2 passage, and it is so enacted.
