                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the transfer of governance of Central Texas University.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Chapter 113, Education Code is amended by the
    1-5  addition of Section 113.111 to read as follows:
    1-6        Section 113.111.  TRANSFER OF GOVERNANCE.  (a)  The
    1-7  organization, management, and control of the university may be
    1-8  transferred to the board of regents of any other state system or
    1-9  institution of higher education if both boards of regents agree on
   1-10  such transfer.  No approval, endorsement, or other form of
   1-11  ratification by the Texas Higher Education Coordinating Board shall
   1-12  be required in order for such transfer to become effective.
   1-13        (b)  If a transfer is agreed to and approved under Subsection
   1-14  (a) of this section, the governance, operation, management, and
   1-15  control of the university, along with all right, title, and
   1-16  interest in the land, buildings, facilities, improvements,
   1-17  equipment, supplies, and property comprising Central Texas
   1-18  University shall be transferred from the board of regents appointed
   1-19  under Section 113.11 of this code to the receiving board of
   1-20  regents.  The board of regents established under Section 113.11 is
   1-21  abolished as of the effective date of such transfer.
   1-22        SECTION 2.  EMERGENCY.  The importance of this legislation
   1-23  and the crowded conditions of the calendars in both houses create
    2-1  an emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended.
