A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the creation and operation of regional districts water,
1-3 sanitary sewer, and wastewater drainage purposes in certain
1-4 counties.
1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-6 SECTION 1. Section 50.451, Water Code is amended to read as
1-7 follows:
1-8 Sec. 50.451. Purpose and Application.
1-9 (a) The purpose of this subchapter is to authorize creation
1-10 and operation of regional districts for water, sanitary sewer, and
1-11 wastewater drainage purposes under Article XVI, Section 59, of the
1-12 Texas Constitution.
1-13 (b) This subchapter applies only in <a county> the following
1-14 counties: <with a population of at least 2.2 million, according to
1-15 the most recent federal census, or which borders a county with a
1-16 population of at least 2.2 million, according to the most recent
1-17 federal census>
1-18 (1) a county with the population of at least 2.2
1-19 million according to the most recent federal census, or which
1-20 borders a county with a population of at least 2.2 million,
1-21 according to the most recent federal census; and
1-22 (2) a county that has a population of 400,000 or more
1-23 according to the most recent federal census, borders the Republic
2-1 of Mexico, and does not have three or more cities that each have a
2-2 population of more than 17,500.
2-3 SECTION 2. This act takes effect September 1, 1993.
2-4 SECTION 3. The importance of this legislation and the
2-5 crowded condition of the calendars in both houses create an
2-6 emergency and an imperative public necessity that the
2-7 constitutional rule requiring bills to be read on three several
2-8 days in each house be suspended and this rule is hereby suspended.
