                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to purchase of service credit in the Teacher Retirement
    1-3  System of Texas by vocational teachers.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Title 110B Public Retirement Systems, Subtitle D.
    1-6  Teacher Retirement System of Texas, Chapter 33, Creditable Service,
    1-7  is amended by adding Subchapter G.  Establishment of Work Credit to
    1-8  read as follows:
    1-9        Sec. 33.405(a)  The retirement system shall grant to each
   1-10  member eligible as provided by this section service credit in the
   1-11  retirement system for two years of work experience required for
   1-12  certification of certain vocational teachers.
   1-13        (b)  A member is eligible to receive credit under this
   1-14  section is one who:
   1-15              (1)  is employed by a public school as a vocational
   1-16  teacher;
   1-17              (2)  is fully certified by the Texas Education Agency
   1-18  and has at least 14 semester hours of vocational education courses
   1-19  from an institution of higher education; and
   1-20              (3)  has at least 10 years of service credit in the
   1-21  retirement system for actual service in the public schools.
   1-22        (c)  The retirement system shall determine the amount of
   1-23  money to be deposited by a member under this section.  The system
    2-1  may not provide benefits based on the service until the determined
    2-2  amount has been fully paid.
    2-3        SECTION 2.  This Act takes effect September 1, 1993.
    2-4        SECTION 3.  The importance of this legislation and the
    2-5  crowded condition of the calendars in both houses create an
    2-6  emergency and an imperative public necessity that the
    2-7  constitutional rule requiring bills to be read on three several
    2-8  days in each house be suspended, and this rule is hereby suspended.
