                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the charge and control of certain state facilities
    1-3  located in Kerrville.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  At the time that the comptroller vacates the
    1-6  comptroller's training center, located at 125 Lehmann Drive in
    1-7  Kerrville, charge and control of the building and its grounds are
    1-8  transferred and committed to the Railroad Commission of Texas.
    1-9  While it has charge and control of the building and grounds, the
   1-10  railroad commission may use the center for its purposes and shall
   1-11  make the center available to other governmental entities.  The
   1-12  comptroller shall give reasonable notice to the railroad commission
   1-13  and to the General Services Commission of the date on which the
   1-14  comptroller intends to vacate the center, and on the date that the
   1-15  comptroller vacates the center the comptroller shall inform the two
   1-16  commissions of that fact.  Each appropriate state agency or officer
   1-17  shall take any action necessary to transfer charge and control of
   1-18  the center to the railroad commission as required by this Act.  On
   1-19  June 1, 1997, charge and control of the building and its grounds
   1-20  are transferred from the railroad commission and committed to the
   1-21  state entity that would ordinarily have such charge and control
   1-22  under other general law.
   1-23        SECTION 2.  The importance of this legislation and the
    2-1  crowded condition of the calendars in both houses create an
    2-2  emergency and an imperative public necessity that the
    2-3  constitutional rule requiring bills to be read on three several
    2-4  days in each house be suspended, and this rule is hereby suspended.
