                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the creation of a judicial district composed of Ellis
    1-3  County.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter C, Chapter 24, Government Code, is
    1-6  amended by adding Section 24.550 to read as follows:
    1-7        Sec. 24.550.  405TH JUDICIAL DISTRICT (ELLIS COUNTY).  The
    1-8  405th Judicial District is composed of Ellis County.
    1-9        SECTION 2.  (a)  The 405th Judicial District is created on
   1-10  January 1, 1995.
   1-11        (b)  The initial vacancy in the office of judge of the 405th
   1-12  District Court shall be filled by election.  The office exists for
   1-13  purposes of the primary and general elections in 1994.  A vacancy
   1-14  after the initial vacancy is filled as provided by Article V,
   1-15  Section 28, of the Texas Constitution.
   1-16        SECTION 3.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended.
