                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to eligibility requirements for public office.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 141.004, Election Code, is amended to
    1-5  read as follows:
    1-6        Sec. 141.004.  EFFECT OF BOUNDARY CHANGE ON RESIDENCE
    1-7  REQUIREMENT FOR AN  <CITY> OFFICE OF A POLITICAL SUBDIVISION.  In
    1-8  determining whether a person has complied with a residence
    1-9  requirement under Section 141.001 or 141.003 for <a> an <city>
   1-10  office of a political subdivision, residence in an area while the
   1-11  area was not part of the <city> political subdivision is considered
   1-12  as residence within the <city> political subdivision if the area is
   1-13  part of the <city> political subdivision on the date that is the
   1-14  basis for determining the applicable period of residence.
   1-15        SECTION 2.  This Act takes effect September 1, 1993.
   1-16        SECTION 3.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended.
