                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the deadline for submission of a voter registration
    1-3  application before an election.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 13.143(e), Election Code, is amended to
    1-6  read as follows:
    1-7        (e)  If the 30th day before the date of an election is a
    1-8  Saturday, Sunday, or legal state or national holiday, an
    1-9  application <submitted by mail> is considered to be timely if the
   1-10  application is submitted to the registrar <date indicated by the
   1-11  post office cancellation mark is> on the next regular business day.
   1-12        SECTION 2.  This Act takes effect September 1, 1993.
   1-13        SECTION 3.  The importance of this legislation and the
   1-14  crowded condition of the calendars in both houses create an
   1-15  emergency and an imperative public necessity that the
   1-16  constitutional rule requiring bills to be read on three several
   1-17  days in each house be suspended, and this rule is hereby suspended.
