                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the assignment of health care benefit payments by a
    1-3  person covered by the Texas public school retired employees group
    1-4  insurance program.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 2, Article 21.24-1, Insurance Code, is
    1-7  amended by adding Subsection (c) to read as follows:
    1-8        (c)  This article applies to insurance coverage provided
    1-9  under the Texas Public School Retired Employees Group Insurance Act
   1-10  (Article 3.50-4, Insurance Code).
   1-11        SECTION 2.  This Act takes effect September 1, 1993, and
   1-12  applies only to a health insurance policy or contract for a health
   1-13  benefit plan that is entered into, delivered, issued for delivery,
   1-14  or renewed on or after January 1, 1994.  A policy or contract that
   1-15  is entered into, delivered, issued for delivery, or renewed before
   1-16  January 1, 1994, is governed by the law as it existed immediately
   1-17  before the effective date of this Act, and that law is continued in
   1-18  effect for that purpose.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
