A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to authorizing the issuance of tuition revenue bonds for
1-3 the University of Houston--Downtown.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Subchapter B, Chapter 55, Education Code, is
1-6 amended by adding Section 55.1713 to read as follows:
1-7 Sec. 55.1713. UNIVERSITY OF HOUSTON--DOWNTOWN. (a) The
1-8 board of regents of the University of Houston System may acquire,
1-9 purchase, construct, renovate, enlarge, and equip buildings,
1-10 facilities, and infrastructure for the University of
1-11 Houston--Downtown.
1-12 (b) Beginning September 1, 1993, the board may issue bonds
1-13 under this subchapter in an aggregate principal amount not to
1-14 exceed $22.4 million to finance those items.
1-15 (c) The board may pledge irrevocably to the payment of those
1-16 bonds all or any part of the aggregate amount of student tuition
1-17 charges required or authorized by law to be imposed on students
1-18 enrolled at the University of Houston--Downtown or at a component
1-19 of the University of Houston System. The amount of a pledge made
1-20 under this subsection may not be reduced or abrogated while the
1-21 bonds for which the pledge is made, or bonds issued to refund those
1-22 bonds, are outstanding.
1-23 SECTION 2. The importance of this legislation and the
2-1 crowded condition of the calendars in both houses create an
2-2 emergency and an imperative public necessity that the
2-3 constitutional rule requiring bills to be read on three several
2-4 days in each house be suspended, and this rule is hereby suspended,
2-5 and that this Act take effect and be in force from and after its
2-6 passage, and it is so enacted.
