                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the payment of premiums for workers' compensation
    1-3  insurance coverage issued by the Texas Workers' Compensation
    1-4  Insurance Fund.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 7(b), Article 5.76-3, Insurance Code, is
    1-7  amended to read as follows:
    1-8        (b)  The fund shall  permit a premium of any amount to be
    1-9  paid in installments and shall offer all employers equal terms
   1-10  regardless of the of the amount of premium paid.  The fund shall
   1-11  adopt <such> rules as required to provide for the financing of all
   1-12  or part of the premiums by the fund or a person licensed under
   1-13  Chapter 24 of this code.  Those rules shall require that the fund
   1-14  receive a minimum initial premium sufficient to cover the
   1-15  administrative costs of issuing and booking the policy in the event
   1-16  of cancellation.
   1-17        SECTION 2.  Section 4.02(c), Article 5.76-2, Insurance Code,
   1-18  is repealed.
   1-19        SECTION 3.  This Act takes effect September 1, 1993.
   1-20        SECTION 4.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended.
