                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to indemnifying physicians who provide free medical care
    1-3  to indigent patients.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter E, Medical Practice Act (Article
    1-6  4495(b), Vernons Texas Civil Statutes), is amended by adding
    1-7  Section 5.11 to read as follows:
    1-8        Sec. 5.11.  INDEMNIFYING PHYSICIANS.  Immunity for physicians
    1-9  who performed medical care for indigent patients where the
   1-10  physician knowingly intended not to charge for the medical
   1-11  services, made and expressed agreement not to charge the patient
   1-12  for medical services, and never charged the patient for medical
   1-13  services.
   1-14        SECTION 2.  The importance of this legislation and the
   1-15  crowded condition of the calendars in both houses create an
   1-16  emergency and an imperative public necessity that the
   1-17  constitutional rule requiring both to be read on three several days
   1-18  in each house be suspended, and this rule is hereby suspended, and
   1-19  this Act take effect and be in force according to its terms, and it
   1-20  is so enacted.
