                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the use of school children during normal school
    1-3  operating hours from campaigning for any person or proposition on
    1-4  election ballots.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Subchapter I, Chapter 255, Election Code is
    1-7  amended by adding Section 255.088 to read as follows:
    1-8        Sec. 255.008.  UNLAWFUL USE OF SCHOOL CHILDREN (a)  A person
    1-9  commits an offense if the person knowingly uses school children
   1-10  during normal school operating hours to campaign for any person or
   1-11  proposition on election ballots.
   1-12        (b)  An offense under this section is a Class C misdemeanor.
   1-13        SECTION 2.  The importance of this legislation and the
   1-14  crowded condition of the calendars in both houses create an
   1-15  emergency and an imperative public necessity that the
   1-16  constitutional rule requiring both to be read on three several days
   1-17  in each house be suspended, and this rule is hereby suspended, and
   1-18  this Act take effect and be in force according to its terms, and it
   1-19  is so enacted.
