                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the creation of the County Court at Law No. 3 of Fort
    1-3  Bend County.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 25.0811, Government Code, is amended to
    1-6  read as follows:
    1-7        Sec. 25.0811.  FORT BEND COUNTY.  Fort Bend County has the
    1-8  following statutory county courts:
    1-9              (1)  County Court at Law No. 1 of Fort Bend County;
   1-10  <and>
   1-11              (2)  County Court at Law No. 2 of Fort Bend County; and
   1-12              (3)  County Court at Law No. 3 of Fort Bend County.
   1-13        SECTION 2.  Notwithstanding Section 25.0811, Government Code,
   1-14  as amended by this Act, the County Court at Law No. 3 of Fort Bend
   1-15  County is created January 1, 1995.
   1-16        SECTION 3.  Notwithstanding Section 25.0009, Government Code,
   1-17  the initial vacancy in the office of judge on creation of the
   1-18  County Court at Law No. 3 of Fort Bend County shall be filled by
   1-19  election.  The office of judge of the County Court at Law No. 3 of
   1-20  Fort Bend County exists for purposes of the primary and general
   1-21  elections in 1994.  The qualified voters of the county shall elect
   1-22  the initial judge of the County Court at Law No. 3 of Fort Bend
   1-23  County at the general election in 1994 for a four-year term
   1-24  beginning January 1, 1995, as provided by Article XVI, Section 65,
    2-1  of the Texas Constitution.  A vacancy after the initial vacancy is
    2-2  filled as provided by Section 25.0009, Government Code.
    2-3        SECTION 4.  The importance of this legislation and the
    2-4  crowded condition of the calendars in both houses create an
    2-5  emergency and an imperative public necessity that the
    2-6  constitutional rule requiring bills to be read on three several
    2-7  days in each house be suspended, and this rule is hereby suspended.
