   1-17                                AN ACT
   1-18  relating to the creation of the County Criminal Court at Law No. 15
   1-19  of Harris County, Texas.
   1-20        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-21        SECTION 1.  Section 25.1031(b), Government Code, is amended
   1-22  to read as follows:
   1-23        (b)  Harris County has the following county criminal courts:
   1-24              (1)  County Criminal Court at Law No. 1 of Harris
   1-25  County, Texas;
   1-26              (2)  County Criminal Court at Law No. 2 of Harris
   1-27  County, Texas;
   1-28              (3)  County Criminal Court at Law No. 3 of Harris
   1-29  County, Texas;
   1-30              (4)  County Criminal Court at Law No. 4 of Harris
   1-31  County, Texas;
   1-32              (5)  County Criminal Court at Law No. 5 of Harris
   1-33  County, Texas;
   1-34              (6)  County Criminal Court at Law No. 6 of Harris
   1-35  County, Texas;
   1-36              (7)  County Criminal Court at Law No. 7 of Harris
   1-37  County, Texas;
   1-38              (8)  County Criminal Court at Law No. 8 of Harris
   1-39  County, Texas;
   1-40              (9)  County Criminal Court at Law No. 9 of Harris
   1-41  County, Texas;
   1-42              (10)  County Criminal Court at Law No. 10 of Harris
   1-43  County, Texas;
   1-44              (11)  County Criminal Court at Law No. 11 of Harris

   1-54        SECTION 2.  Notwithstanding Section 25.1031(b)(15),
   1-55  Government Code, as added by this Act, the County Criminal Court at
   1-56  Law No. 15 of Harris County, Texas, is created January 1, 1995.
   1-57        SECTION 3.  Notwithstanding Section 25.0009, Government Code,
   1-58  the initial vacancy in the office of judge on creation of the
   1-59  County Criminal Court at Law No. 15 of Harris County, Texas, shall
   1-60  be filled by election.  The office of judge of the County Criminal
   1-61  Court at Law No. 15 of Harris County, Texas, exists for purposes of
   1-62  the primary and general elections in 1994.  The qualified voters of
   1-63  the county shall elect the initial judge in 1994 for a four-year
   1-64  term as provided by Article XVI, Sections 64 and 65, of the Texas
   1-65  Constitution.  A vacancy after the initial vacancy is filled as
   1-66  provided by Section 25.0009, Government Code.
   1-67        SECTION 4.  The importance of this legislation and the
   1-68  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended.
