1-18 HOUSE CONCURRENT RESOLUTION
1-19 WHEREAS, As the United States and Mexico work toward the
1-20 completion of a historic agreement on free trade, it is imperative
1-21 that the border states of each nation ensure due process under law
1-22 for one another's citizens; and
1-23 WHEREAS, Though they are linked by history, commerce, and a
1-24 common border, Texas and the Mexican states of Tamaulipas, Nuevo
1-25 Leon, Coahuila, and Chihuahua have different legal principles and
1-26 judicial processes; and
1-27 WHEREAS, The right to a fair and speedy trial is a
1-28 fundamental concept of justice and it should not be surrendered
1-29 when crossing a border; U.S. and Mexican citizens, whether they
1-30 travel as tourists or travel on business after the opening of
1-31 economic borders, should feel secure in the knowledge that they
1-32 will be treated fairly before the law; now, therefore, be it
1-33 RESOLVED, That the 73rd Legislature of the State of Texas
1-34 hereby urge Governor Ann Richards to initiate discussion of mutual
1-35 concerns involving the administration of judicial systems with the
1-36 governors of Tamaulipas, Nuevo Leon, Coahuila, and Chihuahua; and,
1-37 be it further
1-38 RESOLVED, That an official copy of this document be presented
1-39 to the governor as an expression of the intent of the Legislature
1-40 of the State of Texas.
