                                 CONCURRENT RESOLUTION
    1-1        WHEREAS, The members of the Texas Legislature are proud to
    1-2  honor Judge Ed J.  Harris for his many outstanding achievements in
    1-3  the fields of law and public service; and
    1-4        WHEREAS, A dedicated and hardworking jurist, Judge Harris
    1-5  presided over the 10th District Court of Texas in Galveston from
    1-6  1977 to 1992 and established a reputation as a wise and impartial
    1-7  decision maker during his long and distinguished tenure on the
    1-8  bench; and
    1-9        WHEREAS, Applying his utmost care and consideration to each
   1-10  matter that came before him, Judge Harris ruled on a wide range of
   1-11  civil and criminal cases in this historic court, which was
   1-12  established during the days of the Texas Republic; by his integrity
   1-13  and abiding respect for the rule of law, he earned the lasting
   1-14  respect of his colleagues and the community; and
   1-15        WHEREAS, Before embarking on his accomplished judicial
   1-16  career, Judge Harris also served seven highly distinguished terms
   1-17  in the Texas House of Representatives, where he provided his
   1-18  Galveston constituents with exceptional leadership and a powerful
   1-19  voice in state government; and
   1-20        WHEREAS, Recognized for many significant achievements during
   1-21  his years in the legislature, Judge Harris was named Outstanding
   1-22  House Member of the 62nd Session by the Texas Lawmen's Association
   1-23  and was a charter member of the "Dirty 30" who led that session's
   1-24  noted legislative reform movement; active in local politics as
    2-1  well, Judge Harris is a former Galveston city councilman and
    2-2  Democratic precinct chairman; and
    2-3        WHEREAS, In addition to his considerable work in public
    2-4  service, Judge Harris has enjoyed a highly successful and rewarding
    2-5  career as an attorney and is a senior partner in the esteemed law
    2-6  firm of Harris, Martin, Carmona & Cruse in Galveston; and
    2-7        WHEREAS, Born in nearby Trinity County, Judge Harris
    2-8  graduated from Ball High School in Galveston in 1937 and later
    2-9  earned his law degree from the University of Wisconsin School of
   2-10  Law after courageously serving his country as a Navy pilot in World
   2-11  War II; and
   2-12        WHEREAS, Devoted to his family, Judge Harris has received the
   2-13  loving support of his wife, June, and his beloved children and
   2-14  grandchildren throughout all his many endeavors; and
   2-15        WHEREAS, Truly a pillar of his community, Judge Ed J. Harris
   2-16  has made many lasting contributions to his community as an
   2-17  outstanding jurist, lawyer, and public servant and has adhered to
   2-18  the highest ideals of professional and personal integrity
   2-19  throughout his remarkable career; a man of great dedication and
   2-20  vision, it is indeed fitting that he receive legislative
   2-21  recognition for his many achievements in this regard; now,
   2-22  therefore, be it
   2-23        RESOLVED, That the 73rd Legislature of the State of Texas
   2-24  hereby honor Judge Ed J. Harris for his outstanding career in the
   2-25  fields of law and public service; and, be it further
   2-26        RESOLVED, That an official copy of this resolution be
   2-27  prepared for Judge Harris as an expression of highest regard by the
    3-1  Legislature of the State of Texas.
