                                 CONCURRENT RESOLUTION
    1-1        WHEREAS, The Department of Defense currently has Department
    1-2  of Defense Finance and Accounting Services locations spread
    1-3  throughout the United States and the world but plans to consolidate
    1-4  these facilities into less than five regional sites; and
    1-5        WHEREAS, The Department of Defense has encouraged communities
    1-6  across the nation to submit incentive packages consisting of
    1-7  locally provided building facilities and other amenities as a means
    1-8  of cutting costs to the federal agency in exchange for the great
    1-9  benefit of locating such an installation in the community providing
   1-10  the most attractive incentives; and
   1-11        WHEREAS, Approximately 200 cities across the United States
   1-12  submitted initial proposal packages, and Lubbock is one of only 20
   1-13  cities in the nation and the only city in Texas that remains in
   1-14  competition; a "best and final offer" must be delivered to the
   1-15  Department of Defense by January 4, 1993, with a final selection to
   1-16  be announced on March 16, 1993; and
   1-17        WHEREAS, The citizens of Lubbock and West Texas have been
   1-18  joined by the State of Texas in proposing an enhanced package of
   1-19  incentives that will ensure a strong showing for Lubbock in the
   1-20  final stages of competition; among the contributors to this effort
   1-21  are Lubbock Power and Light, Southwestern Public Service Company,
   1-22  University Medical Center, Texas Tech University, Lubbock Christian
   1-23  University, South Plains College, and numerous organizations from
   1-24  the private sector; and
    2-1        WHEREAS, The installation of a Department of Defense Finance
    2-2  and Accounting Services facility in Lubbock through the combined
    2-3  efforts of civic, state, and private leaders would create almost
    2-4  8,000 direct and indirect job opportunities in the local economy
    2-5  and would be a source of continuing prosperity, stability, and
    2-6  ordered growth in one of Texas' most vibrant and forward-looking
    2-7  cities; and
    2-8        WHEREAS, It is entirely fitting that the Texas Legislature
    2-9  should recognize the creativity and initiative of Lubbock civic
   2-10  leaders and highlight this noteworthy example of cooperative effort
   2-11  by the public and private sectors of our state in furthering the
   2-12  goal of sound economic development; now, therefore, be it
   2-13        RESOLVED, That the 73rd Legislature of the State of Texas
   2-14  hereby commend the city of Lubbock for its initiative in presenting
   2-15  a competitive application to encourage the Department of Defense to
   2-16  locate a Finance and Accounting Services facility in the State of
   2-17  Texas; and, be it further
   2-18        RESOLVED, That an official copy of this resolution be
   2-19  prepared for the mayor and council of the city of Lubbock as an
   2-20  expression of high esteem by the Legislature of the State of Texas.
