                                 CONCURRENT RESOLUTION
    1-1        WHEREAS, Private property ownership is a fundamental tenet of
    1-2  democracy and a right justifiably cherished by Texans; and
    1-3        WHEREAS, Texas landowners have preserved this proud tradition
    1-4  of private land ownership in our state and have played a vital role
    1-5  in transforming the rugged frontier into fertile agricultural land,
    1-6  vast and productive livestock ranches, and thriving metropolitan
    1-7  areas that rival our globe's economic and cultural capitals; and
    1-8        WHEREAS, Our state owes much of its success to the millions
    1-9  of Texans who administer this most precious of our state's
   1-10  resources; whether developing the land commercially, preserving its
   1-11  natural beauty, or simply maintaining a personal home on a modest
   1-12  piece of property, Texas landowners have nurtured and sustained our
   1-13  state's growth; and
   1-14        WHEREAS, From the glorious days of Texas' existence as a
   1-15  republic, the government of Texas has aided its landowners with the
   1-16  enactment of laws supporting the universal need for privacy of
   1-17  their property; and
   1-18        WHEREAS, More than 95 percent of the real property of our
   1-19  state is privately owned; through the payment of property taxes and
   1-20  through informed participation in the political process, these
   1-21  individual landowners have provided solid support for local
   1-22  schools, cities, counties, water districts, hospitals, and numerous
   1-23  other entities that provide vital social services; and
   1-24        WHEREAS, Texas landowners have ensured the continued
    2-1  prosperity of our state by their thoughtful cultivation and
    2-2  development of the land and, in so doing, have preserved a vital
    2-3  American freedom; and
    2-4        WHEREAS, Texas is proud of the many contributions of its
    2-5  landowners and Texas shall continue to support and nurture private
    2-6  ownership of property; now, therefore, be it
    2-7        RESOLVED, That the 73rd Legislature of the State of Texas
    2-8  hereby recognize the extensive contributions of private landowners
    2-9  to our state's success and declare that the third week of October
   2-10  each year be designated "Landowner's Rights Week."
