                                 CONCURRENT RESOLUTION
    1-1        WHEREAS, The Citizen's Commission on the Texas Judicial
    1-2  System was established by the Supreme Court of Texas in 1991 to
    1-3  study and recommend any necessary or desirable improvements in the
    1-4  courts of Texas; and
    1-5        WHEREAS, In its review of the Texas judicial system, the
    1-6  commission discovered areas it believed should be accorded further
    1-7  study by the legislature; and
    1-8        WHEREAS, The number and type of discretionary fees imposed by
    1-9  county governments have grown dramatically over the years and are
   1-10  paid into many various funds; and
   1-11        WHEREAS, The commission expressed concern that both the size
   1-12  of the fees and the disparity from county to county may create
   1-13  problems of access to the courts or equal justice for all citizens;
   1-14  now, therefore, be it
   1-15        RESOLVED, That the 73rd Legislature of the State of Texas
   1-16  hereby request the speaker of the house of representatives and the
   1-17  lieutenant governor to create a joint interim committee to study
   1-18  the fee structure of the courts in the state and that the committee
   1-19  make a full report of its findings and recommendations to the 74th
   1-20  Legislature when it convenes in January 1995; and, be it further
   1-21        RESOLVED, That the committee's proceedings and operations be
   1-22  governed by such general rules and policies for joint interim
   1-23  committees as the 73rd Legislature may adopt and that such rules
   1-24  and policies supersede the provisions of this resolution to the
    2-1  extent of any conflict.
