H.C.R. No. 136 HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, Representative Bill Blackwood has displayed 1-2 extraordinary leadership and commitment to drug abuse prevention in 1-3 Texas, devoting time, energy, resources, and personal dedication 1-4 far beyond the norm; and 1-5 WHEREAS, Representative Blackwood is a leading spokesman for 1-6 and no doubt the leading expert in drug prevention in the Texas 1-7 Legislature; and 1-8 WHEREAS, In 1989, Representative Blackwood was appointed as 1-9 chairman of the Special Inhalant Abuse Committee created by the 1-10 71st Texas Legislature; and 1-11 WHEREAS, Representative Blackwood has worked closely with the 1-12 Texas Commission on Alcohol and Drug Abuse to ensure that the 1-13 citizens of Texas receive the best possible treatment and 1-14 prevention services; and 1-15 WHEREAS, Representative Blackwood has served as chairman of 1-16 the Texas Summit Prevention Committee, composed of individuals in 1-17 key policymaking and planning positions from around the state and 1-18 which functions under the auspices of the Southwest Regional Center 1-19 for Drug-Free Schools and Communities; and 1-20 WHEREAS, As chairman of the Texas Summit Prevention 1-21 Committee, Representative Blackwood helped develop a statewide 1-22 strategy for community mobilization, which helps local communities 1-23 to organize and to find solutions to the drug problem; and 1-24 WHEREAS, Representative Blackwood led the Texas delegation at 2-1 the Southwest States Governor's Conference on Drug Prevention in 2-2 May 1992; and 2-3 WHEREAS, Representative Blackwood serves on the board of 2-4 INDAR (Institute for National Drug Abatement Research) at Texas A&M 2-5 University; and 2-6 WHEREAS, Representative Blackwood has initiated numerous 2-7 substance abuse related legislative proposals, including the open 2-8 container law and inhalant abuse laws; and 2-9 WHEREAS, On April 14, 1993, Representative Blackwood was 2-10 responsible for declaring Drug Prevention Day in the house of 2-11 representatives and helped Texas Summit Committee members inform 2-12 house and senate members about how substance abuse prevention is 2-13 working in the State of Texas; and 2-14 WHEREAS, Representative Blackwood is convinced that the drug 2-15 abuse crisis is not hopeless, that solutions are possible, and that 2-16 people working together truly can turn the tide and achieve the 2-17 goal of a drug-free Texas--a state free of the overwhelming 2-18 societal problems associated with drug use, with an enlightened 2-19 citizenry committed to healthy drug-free lives; and 2-20 WHEREAS, This conviction has been an inspiration to all who 2-21 have had the privilege of working with him--lawmakers, business 2-22 leaders, public officials, statewide leaders, educators, health 2-23 care providers, law enforcement officials, community volunteers, 2-24 parents, and young people; now, therefore, be it 2-25 RESOLVED, That the 73rd Texas Legislature of the State of 2-26 Texas hereby express its gratitude to Representative Bill Blackwood 2-27 for his exemplary leadership, tireless work, and personal sacrifice 3-1 that he has made on our behalf as he has sought and identified 3-2 effective and workable solutions to the drug abuse crisis in Texas; 3-3 and, be it further 3-4 RESOLVED, That an official copy of this resolution be 3-5 prepared for Representative Blackwood as an expression of 3-6 admiration and appreciation by his colleagues in the Texas 3-7 Legislature. 3-8 Alexander 3-9 Legislature. 3-10 Lewis 3-11 Alexander
