No. 158 HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, The settlement of the Texas frontier would not have 1-2 been possible without the incalculable contributions of pioneering 1-3 women whose courage and industriousness helped forge a new society 1-4 and establish the foundation of modern Texas; and 1-5 WHEREAS, Braving adversity, Texas women living on the 1-6 outskirts of civilization faced disease, nursed loved ones back to 1-7 health, endured natural hardships and calamities, and did without 1-8 the conveniences and attractions of more settled regions; and 1-9 WHEREAS, Weaving a fabric of civility and culture while 1-10 exhibiting an indomitable spirit of perseverance and self-reliance, 1-11 they shared in taming a vast territory and bequeathing it to later 1-12 generations as the bounteous and splendored gift we now know as 1-13 Texas; and 1-14 WHEREAS, While the Capitol grounds are adorned with monuments 1-15 in commemoration of many acts of courage that have ennobled this 1-16 state's history, no marker exists to recognize specifically the 1-17 valor of Texas pioneer women; now, therefore, be it 1-18 RESOLVED, That the 73rd Legislature of the State of Texas 1-19 hereby request the State Preservation Board to place on the grounds 1-20 of the Capitol of the State of Texas a memorial to honor Texas 1-21 pioneer women and their contributions to this state's heritage; 1-22 and, be it further 1-23 RESOLVED, That the board consult with a Texas Pioneer Women's 1-24 Memorial Advisory Committee, to be composed of members of the 2-1 Daughters of the Republic of Texas, Incorporated, District VIII, 2-2 appointed by the chapters of that district; and, be it further 2-3 RESOLVED, That appointees of the Daughters of the Republic of 2-4 Texas serve without compensation and at the pleasure of their 2-5 appointing chapters; and, be it further 2-6 RESOLVED, That the advisory committee advise the State 2-7 Preservation Board and the Daughters of the Republic of Texas, 2-8 District VIII, on issues related to the design, dedication, and 2-9 maintenance of the memorial and the development of associated 2-10 goals, tasks, purposes, assignments, policies, rules, programs, 2-11 standards, and criteria; and, be it further 2-12 RESOLVED, That the advisory committee have responsibility to 2-13 raise funds for the memorial, which shall be funded totally from 2-14 private contributions, and that the names of donors be excluded 2-15 from inscription or placement on the memorial; and, be it further 2-16 RESOLVED, That funds raised by the committee for the Texas 2-17 pioneer women's memorial be transferred to the State Preservation 2-18 Board when full funding has been achieved and be credited to an 2-19 account in the Capitol fund set aside for the memorial, and that 2-20 disbursements from the account be limited to purposes related to 2-21 the memorial, including design, construction, dedication, and 2-22 maintenance; and, be it further 2-23 RESOLVED, That the State Preservation Board have 2-24 responsibility to approve the design and location of the memorial, 2-25 and to oversee its installation, and that the design be compatible 2-26 in scale, proportion, materials, and esthetics with the early 2-27 monuments erected on the Capitol grounds; and, be it further 3-1 RESOLVED, That the board invite the Daughters of the Republic 3-2 of Texas, District VIII, to conduct the dedication of the Texas 3-3 pioneer women's memorial within the guidelines of the board, and 3-4 that the board give timely notice of the dedication date to the 3-5 secretary of state, who shall publish the date in the Texas 3-6 Register at least 30 days in advance of the ceremony.
