                                 CONCURRENT RESOLUTION
    1-1        WHEREAS, Mr. Paul Severson alleges that:
    1-2              (1)  in 1984, he purchased property in Creekwood
    1-3  Subdivision in Anderson County through the Veterans Land Board, in
    1-4  order to build his retirement home;
    1-5              (2)  the Veterans Land Board received the deed to the
    1-6  property and he executed a contract of sale and purchase with the
    1-7  Veterans Land Board, whereby the Veterans Land Board agreed to give
    1-8  him a deed to the selected property upon repayment of the money
    1-9  plus interest;
   1-10              (3)  between December 1984 and March 1991, he performed
   1-11  his obligations under the contract, making all required payments;
   1-12              (4)  an inspection of the deed records of the property
   1-13  revealed that both the deed and the contract were invalid because
   1-14  of defective descriptions of the property;
   1-15              (5)  he made an offer to the Veterans Land Board to
   1-16  rescind the contract and restore whatever interest in the property
   1-17  he had received in return for the repayment of the money he had
   1-18  already expended;
   1-19              (6)  the Veterans Land Board refused to rescind the
   1-20  contract;
   1-21              (7)  he wishes to judicially rescind the contract with
   1-22  the Veterans Land Board;
   1-23              (8)  he is entitled to $18,000 for payments already
   1-24  made on the contract, taxes, water fees, and legal fees; and
    2-1              (9)  he is entitled to a declaration that any action
    2-2  taken by the Veterans Land Board showing him to be in default would
    2-3  be reversed and declared unjustified; now, therefore, be it
    2-4        RESOLVED by the Legislature of the State of Texas,  That
    2-5  Mr. Paul Severson is granted permission to sue the State of Texas
    2-6  and the Veterans Land Board subject to Chapter 107, Civil Practice
    2-7  and Remedies Code; and, be it further
    2-8        RESOLVED, That the commissioner of the General Land Office be
    2-9  served process as provided by Section 107.002(a)(3), Civil Practice
   2-10  and Remedies Code.
