                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment limiting the tax rate required
    1-2  for participation in the state school finance system.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article VII of the Texas Constitution is amended
    1-5  by adding Section 3-c to read as follows:
    1-6        Sec. 3-c.  The legislature may not require as a condition of
    1-7  participation in the state school finance system the collection of
    1-8  ad valorem taxes imposed by one or more political subdivisions in a
    1-9  total amount that is computed using a total tax rate greater than
   1-10  the rate of 80 cents per 100 dollars of valuation.
   1-11        SECTION 2.  This proposed constitutional amendment shall be
   1-12  submitted to the voters at an election to be held on May 1, 1993.
   1-13  The ballot shall be printed to provide for voting for or against
   1-14  the proposition:  "The constitutional amendment limiting the tax
   1-15  rate required for a school district to participate in the state
   1-16  school finance system."
